Setting Up Under MIITE 2026 or Operation 300bn?

The UAE’s Make it in the Emirates initiative has resulted in thousands of new manufacturing licences being issued, with the SEDD now offering instant industrial licensing. If you are among the new wave of UAE manufacturers — whether in a free zone or mainland — this guide is written for you.

Getting your tooling right from the start avoids the most common and costly mistakes new machining operations make: wrong insert grades, no measurement capability, and no quality documentation trail. SAN Tools is a UAE-based ICV-eligible supplier →

1. Why Tooling Selection Matters More Than the Machine

Most new manufacturers spend heavily on their CNC machine and not enough on what goes in it. The machine is capable of much more than cheap tooling will allow. An inferior insert running on a premium CNC machine gives you inferior output — poor surface finish, short tool life, and unpredictable dimensions.

Tooling is a consumable, but it is the consumable that determines your output quality, your cycle time, and your cost per part. Getting it right from the start — with the correct grade for your material, the right geometry, and the right cutting parameters — is the single highest-return investment a new machining operation can make.

It also determines whether you can hold tolerance on day one. For UAE manufacturers supplying to oil & gas, defence, or infrastructure contractors, dimensional compliance is not optional — it is contractual.

2. Starting with Cutting Tools: What You Actually Need

Do not try to cover every grade on day one. Start with the materials you will be machining and stock the correct grades for those. Expand as you take on new work.

For Mild Steel and Alloy Steel (the most common starting point)

Carbide inserts in ISO P grade (P25 or P30 for roughing, P10 for finishing). CNMG and WNMG for turning. APKT or SNMX for face milling. YG-1 HSS-Co twist drills for holes. Start with a basic range — 3–4 turning grades and 1–2 milling grades covers 80% of mild steel work.

For Stainless Steel (304, 316L)

ISO M grade inserts. Positive rake, PVD-coated (TiAlN). Do not use P-grade inserts on stainless — they work-harden the surface. Korloy PC9030 or equivalent. Higher coolant pressure required.

For Aluminium

High-helix (35°–45°) uncoated or polished carbide end mills. O-flute router bits for CNC routing applications. Amana Tool for CNC router applications. Do not use inserts designed for steel on aluminium — the geometry is different and the result is built-up edge on the flute.

Turning (Lathe)

Start with CNMG 120408 in a P25 grade (roughing) and P10 (finishing). Add VCMT 160404 for small-diameter and finishing work. Both fit standard MCLNR toolholders.

Milling (Machining Centre)

A 50mm face mill with APKT inserts handles most flat-surface work. Add a 2-flute solid carbide end mill range (6, 8, 10, 12mm) for profiling and pocketing.

Drilling

YG-1 TiAlN-coated HSS-Co twist drills (DIN 338) from 3mm to 20mm cover the vast majority of general drilling work. Add a set of centre drills for pilot holes.

Threading

M6, M8, M10, and M12 spiral-point taps (for through holes) and spiral-flute taps (for blind holes) in HSS-Co. YG-1 taps are engineered for reliability in production environments.

3. Precision Measurement: Non-Negotiable from Day One

You cannot hold tolerance without measuring it. This sounds obvious, but many new manufacturers try to start with a cheap calliper from a hardware store. That is false economy — a ±0.05mm calliper cannot verify a ±0.02mm tolerance, and you will not know your parts are out until a customer rejects them.

Mitutoyo is the global standard for precision measurement in manufacturing. SAN Tools is a UAE stockist. Invest in the right instruments before your first production run, not after your first rejection.

Digital Calliper (IP67)

0–150mm (or 0–200mm), 0.01mm resolution, IP67 coolant-resistant. Measures OD, ID, depth, and step. Your most-used instrument — do not cheap out on this.

Mitutoyo Callipers →

Outside Micrometre Set

0–25, 25–50, 50–75mm range set. 0.001mm resolution. For diameter verification when calliper resolution is insufficient. Essential for shaft, pin, and bearing fit work.

Mitutoyo Micrometres →

Dial Indicator

0.01mm resolution, 10mm travel, with magnetic base stand. For runout measurement, surface alignment, and fixture setup on the machine. Used daily in any production environment.

Mitutoyo Indicators →

Height Gauge (Digital)

For datum-based inspection on a surface plate. Essential if you are inspecting machined parts to drawings with multiple datum references. Mitutoyo 192-series recommended.

4. Clamping & Workholding: Accuracy Starts Here

The best tooling in the world cannot compensate for a poorly held workpiece. Vibration, movement, and inconsistent datum location all translate directly into dimensional error and poor surface finish. Setting up your workholding correctly before your first cut is one of the highest-return investments a new machining cell can make.

For lathes: invest in a quality 3-jaw and 4-jaw chuck. For machining centres: a basic vise is fine for most work, but add a precision ground parallel set and a dial indicator to verify workpiece flatness before each setup. For production runs: consider modular clamping systems that allow rapid changeover without re-indicating.

5. NDT for Quality Assurance

If you are supplying to oil & gas, defence, or any pressure-containing application, non-destructive testing is a contractual requirement, not an option. Even for general manufacturing, having basic NDT capability — ultrasonic thickness gauging, weld inspection — differentiates you from competitors who cannot provide a quality documentation trail.

For a new UAE manufacturer, the minimum practical NDT capability is: an ultrasonic thickness gauge (for verifying wall thickness on machined parts and weldments) and a basic surface roughness tester (for verifying sealing face and ground surface specifications). SAN Tools stocks both.

6. Adhesives, Thread Lockers & Sealants

Loctite products are the industrial standard for thread locking, retaining compounds, and gasketing in manufacturing environments. Most assembly operations require at least a threadlocker (Loctite 243 for medium strength, 270 for permanent) and a retaining compound (Loctite 638 for shaft-to-hub fits). These are not optional extras — they are part of a properly specified assembly process.

8. ICV Procurement: Buy Local, Score Better

If you are manufacturing for UAE government-linked entities — ADNOC, Etihad Rail, UAE Armed Forces, or any entity with 25% government ownership — your ICV score affects your ability to win contracts. One of the simplest ways to improve your ICV score is to procure your tooling and consumables from a UAE-based, UAE-registered supplier.

SAN Tools is a UAE-registered supplier. We hold our inventory in the UAE, invoice in AED, and can provide the documentation your procurement team needs for ICV compliance returns. Whether you need a one-off purchase or a standing supply agreement, we can support your ICV programme.
